Knobs written as {name = 1% in 0.5%..5%} can be retuned by holders, inside that range only: deposit coins with the hooks governor, propose, vote for 3 days (yes needs at least 3% of supply and more yes than no), then 2 days before it applies. Nothing else about the coin can be voted on.
